摘　　要：政府绿色采购是我国绿色消费的重要领域之一,通过需求侧变革,倒逼生产方式绿色转型。我国相关法律明确政府绿色采购的法律地位,但缺乏政府绿色采购执行责任主体、执行程序、监督管理等规定,政府绿色采购机构、技术标准和产品评价机制以及绿色采购意识相对薄弱。借鉴国外政府绿色采购多层次法律政策机制、责权监督互为补充的组织机构、丰富采购清单、规范程序和多元化宣传等先进经验,提出法律、机构、技术标准以及宣传教育方面建议。Government green procurement is one of the important field of green consumption in China, and through demand-side revolution we forced the production transforming more green. Although the relevant laws clearly determined the legal status of government green procurement in China, it＇s still deficient for the regulations of executors, purchasing process, the supervision, and the procurement agency of the government green procurement. Meanwhile, the technical standards are not unified, the performance evaluation method is not applied in procurement practices, and the government green procurement awareness needs to be improved. Learning from the advanced experience of developed countries, such as Multi-level legal and policy mechanisms, a variety of publicity, defining the specific responsibilities of organizations, updating product List, we propose some advices in the perspective of relevant legal law, institutional organizations, technical standards and publicity education.
