摘　　要：黑龙江经济存在资源禀赋、发展基础和后发优势"三大优势"和结构性、资源性和体制性"三大短板"。黑龙江经济走出全面振兴新路子关键在于"扬长避短"、"扬长克短"和"扬长补短",最终通过创新体制、构建现代产业体系、打造全方位对外开放新格局、拓展城镇化发展空间和不断共享发展新成果等路径实现黑龙江老工业基地的全面振兴。Under the new normal, Heilongjiang economic development is facing new opportunities and challenges. Transform the economic development pattern, adjust the industrial structure is the only way to breakthrough the bottleneck of economic development in Heilongjiang province. Based on the actual, precise positioning and induc- tion ＂ three advantage and three short board＂ , the article points out that in order to realize Heilongjiang industrial base comprehensive revitalization and rise, we should strengths and minimize the challenges, swagger grams short, bring out our strengths to make up weaknesses; innovate system; build a modern industrial system; create a new pattern of all-round opening to the outside world and sharing the new results constantly.
