摘　　要：本文首先给出国有金融资产的界定路径,进而将国有金融资产的范畴扩大为"金融国资"和"国有金资"的合集;其次,本文在两种界定路径的指导下,较为全面、准确地找出了我国"形色各异"的国有金融资产,分析了中央和地方两个层面的国有金融资产的出资人制度现状,将其总结为两类模式四种情形,最后在对四种情形进行分析的基础上,针对我国国有金融资产出资人制度建设的若干问题提出了有针对性的建议。The paper classifies state-owned financial assets into two groups, ＂financial state＂ and ＂state financial＂, according to the different identity of the state surrogates; The paper finds out a more comprehensive state-owned financial assets under the guidance of the two paths. The present state surrogates system of state-owned financial assets investment system is analyzed from both the central and the local levels. It is considered to be in four kinds of cases and different features of the two groups and four cases have been analyzed. Finally suggestions are given according to the pros and cons of the four cases.
