产业集群与城市竞争力融合提升路径——兼论江浙的比较分析

摘　　要：在劳动密集型企业为主以及劳动力成本逐年上升的压力下,浙江等沿海地区传统微利模式受到严重冲击和挑战,但仍不足以提供浙江与江苏城市整体竞争力变化差异的充分解释。文章以英国Iain Deas城市竞争力模型为理论基础,基于竞争资本和竞争结果的视角,构建产业集群、竞争资本与城市竞争力的互动模型,并以经济水平和产业结构均具有相似度的绍兴和常州为起点,进而延伸到浙江与江苏产业集群发展模式及其战略差异的分析,从而揭示产业集群及其战略对区域经济发展和城市竞争力提升的关键作用,最后提出产业集群战略与城市竞争力提升相融合的实现路径,以及在产业集群不同发展阶段政府如何进行产业集群战略调整以便在市场和政府之间作出倾向性选择的政策建议。Under the pressure of labor-intensive enterprises and the rising labor costs, the traditional low profit model in Zhejiang and other coastal areas has been severely impacted and challenged. However, it still cannot provide a full explanation about variations and differences of overall competitiveness in Zhejiang and Jiangsu. Based on the city competitiveness model of Iain Deas in British, from the perspective of competitive capital and competitive result, this paper constructs an interactive model of industrial clusters, competitive capital and urban competitiveness, and takes Shaoxing and Changzhou, which have similar Economic level and industrial structure ,as the starting point, further extended to analysis of the development pattern and strategic differences between Zhejiang and Jiangsu Industrial Clusters, in order to reveal the key role of industrial cluster and its strategy on regional economic development and urban competitiveness. Finally this paper puts forward the path of integration of the strategy of industrial cluster and promotion of urban competitiveness ,and provides policy recommendations for the government to adjust the industrial cluster strategy in order to make a preference between the market and the government at different development stages of industrial cluster.
