推广鉴定开展性能检测的重要探讨——基于农机购置补贴政策角度

摘　　要：新《农业机械推广鉴定实施办法》颁布实施后,鉴定内容变化较大,业内对开展性能检测有争议。从农机购置补贴政策制定和操作实施的角度出发,深入分析性能检测与归档参数、产品品目等补贴政策的相互关系,认为性能检测在当前购机补贴政策实施和规范企业行为等方面具有较强的现实意义。并对开展性能检测途径和方式进行分析,提出适用性评价的建议。With methods for the implementation of agricultural machinery popularization and appraisal coming out,it had great changes.It had intense debate over whether performance testing should be carried out or not.With the formulation and implementation of the policy of agricultural purchase subsidy taken into account,it was analyzed the relation between performance testing and filing parameters,product quality and other subsidy policies.It suggests that performance testing has a practical influence on implementation of the current subsidy policy and standardization of behaviors of enterprises.And it is also analyzed the way of performance testing and put forward a suggestion of applicability evaluation.
