民族地区农户宅基地使用权流转意愿影响因素评价研究——以海南省陵水黎族自治县为例

摘　　要：为了解民族地区农户宅基地使用权流转意愿影响因素,为制定切合地方实际的城乡统筹宅基地流转政策提供决策参考和依据,通过实证研究,分析典型农户流转意愿影响因素。在文献资料法的基础上,通过走访调查了解海南省陵水黎族自治县黎安镇、新村镇等5个样本村,在对调研资料和数据进行归类、整理的基础上运用SPSS18.0软件结合层次分析法建立评价指标体系。研究结果表明:影响农户宅基地流转意愿的主要变量有家庭人口数量(X25)、产权影响程度(X14)、有无空闲宅基地(X13)、对流转条件的认知(X34)。影响因素的影响程度排序为:家庭人口数量>产权影响程度>对流转条件的认知>有无空闲宅基地。据此提出改革和完善民族地区宅基地使用权流转政策建议:尊重农民意愿,有条件逐步地进行宅基地流转;做好农户产权权利证明工作,实现农户法律保障;鼓励农户将空闲宅基地进行流转,提高农民财产性收入;完善宅基地流转相关的法律法规和政策。In order to understand the factors to influence villagers/ willingness to transfer curtilage usufruct in ethnic regions and provide references and basis for making policies suitable for urban and rural residential land transfer, an empirical study was made to analyze typical factors to influence villagers＇ willingness to transfer their residential land through literature review, field investigations of five sample villages in Lingshui Li Autonomous County of Hainan, data classification and application of SPSS18. 0 software to set up an evaluation index system based on hierarchy analysis approach. The results show that the major variables to influence villagersj willingness are ： the number of family members （ X25 ） , impact degree of property right （X14） , whether they have vacant homestead （X13） , and their understanding of transfer conditions （X34）. The degree of the influencing factors follows the same sequence. The following suggestions are put forward to reform and improve policies for homestead transfer： 1 ） villagers ＇ willingness should be respected and homestead transfer should be carried out step by step; 2） villagers＇ property right should be proved to provide legal protection for them; 3） villagers should be encouraged to transfer vacant homestead to increase their property income; and 4） relevant laws and regulations should be optimized.
