摘　　要：德国各级政府是资源型城市鲁尔工业区转型发展成功的重要推动者和引导者。德国北威州政府、鲁尔区政府和各市政府在鲁尔区转型发展中各司其职,充分发挥政府的宏观调控职能;正是各级政府政策的连续性和针对性,保证了鲁尔区转型发展的顺利进行,实现了其经济和社会的可持续发展,为各国资源型城市转型树立了典范。Abstract. The German government entities at all levels are the important guides and promoters of the successful transition in Ruhr Industrial Base, a resource-dependent city. The Nordrhein-Westfalen govern- ment, Ruhr government and other municipal governments performed their respective duties and gave full play to the governments macro-control functions, which ensures the continuity and pertinence of the pub- lic policy. It is the hierarchy of the policies formulated by the governments at all levels that guarantees the smoothing transition of Ruhr area and the achievement of the sustainable development of its economy and society. This set a good example for the transformation of all the resource-based city in each country.
