河南省农村卫生室开展基本公共卫生服务的现状与困境破解——基于216个村卫生室的实证研究

摘　　要：目的:对河南省农村卫生室开展基本公共卫生服务项目的状况及影响因素进行分析。方法:采用问卷调查的方法,选取河南省216个村卫生室为研究对象,从卫生室人员规模、服务人口及诊疗量、设备情况、基本公共卫生服务项目实施效果评价及影响因素等方面进行统计描述和分析。结果:目前河南省村卫生室开展基本公共卫生服务能力不足,项目开展不均衡,项目的开展受到多方面因素的制约。建议:完善基本公共卫生服务政策体系,保证政策完整性和连续性;加强资源配置力度,提升卫生室公共卫生服务能力。Objective To analyze the status of basic public health services in village clinics of Henan and its influencing factors. Methods 216 cases of village clinics were sampled from Henan, and surveyed with questionnaires from indexes of staff size, amount of covered population and medical services, equipment, performance evaluation of basic public health services project and in- fluencing factors. Results The capability of basic public health services in village clinics of Henan is insufficient and unbalanced, which was restrained by many influencing factors. Suggestion it is suggested to improve the basic public health service policy sys- tem, ensure the policy＇s integrity and continuity, strengthen resources allocation for promoting the capability of basic public health services in village clinics.
