摘 要:鼓励社会资本举办医疗机构是新医改的重要内容之一。深圳市在国家和省政府的政策引导下,积极推进社会资本办中医。新医改以来深圳市推进社会资本办中医的成效明显,但仍在存在不足的地方。准入门槛存在"玻璃门",脱离中医服务的规律与实际导致经营困境,人才队伍建设难,申报医保定点单位限制多,中医服务定价机制不合理等成为深圳市推进社会资本办中医的主要困境。为优化社会资本办中医的政策环境,针对深圳市社会资本办中医的发展困境,提出对策与建议。To encourage social capital to hold medical operation is important content of the new medical reform. Guided by the state and province government policies, Shenzhen actively promote the social capital to hold Traditional Chinese Medicine undertaking. Since the new medical reform, the effect of promoting the social capital to hold TCM operation is obviouS, but there are still insufficient. The main difficulties of propelling social capital to hold TCM operation are the "glass door" of admittance ,break- ing away from the law and actual of TCM service, predicament of human resource, limit of declaration for medical insurance fixed - point unit and unreasonable pricing mechanism of TCM service. To optimize the policy environment of TCM undertaking held by social capital,the paper puts forward the suggestions on these difficulties in Shenzhen.
