摘  要:循环经济的本质是改造或调控现有的线性物质流模式,提高资源和能源的效率,形成资源和能源效率较高的物质循环模式。因此,在规划设计循环经济园区时,必须抓住其本质和核心内容,对经济活动的物质流进行分析,调控物质流动模式,实施物质流管理,优化经济结构,最终实现循环经济的发展目标。文章基于董家河工业园区2014年的相关统计数据,建立了园区的物质流分析账户,并设计了适用于园区循环化改造的董家河多元复合循环经济模式。分析结果表明,董家河多元复合循环经济模式可显著提高园区的资源产出率与资源利用率,减少资源消耗与污染物排放,园区产业关联度可由35%提高到88%,具有显著的经济、环境和社会效益。The essence of circular economy is to transform and regulate the existing linear pattern of material flow, and to form a pattern of material cycle through the improvement in the efficiency of resource and energy usage. Thus, when planning and designing a circular economy park, it is crucial to grasp the essence and core of the recycling economy and to optimize the economic structure by analyzing, regulating and managing the material flow of economic activities in order to eventually achieve the development goals of a circular economy. This article developed a material flow analysis account for the Dongjia River Industrial Park based on relevant statistical data in 2014, and designed a multi-compound circular economy mode which is suitable for it. The results suggested that the multi-compound circular economy mode designed for the Dongjia River Industrial Park significantly improved resource productivity and resource utilization with less resource consumption and pollutant emission, the correlative degree of industry could be increased from 35% to 88%, thus achieving substantial economic, environmental and social benefits.
