我国边疆研究的几个基本问题

摘　　要：在边疆对于国家发展意义日渐凸显的背景下,我国的边疆研究在持续升温。然而,边疆研究中的一些基本问题却未被聚焦,其中的一些认识已经不适应今天的现实。为了边疆研究的健康发展,有必要对其中的一些问题给予澄清。一是在如何看待中国边疆的问题上,须在揭示边疆本质的基础上明确边疆的构建性质,将边疆界定为疆域的边缘区域,确定边疆的变易性;二是在边疆治理的定位问题上,须从国家治理的角度来看待边疆治理,明确边疆治理在国家治理体系中的地位;三是在陆地边疆治理结构的调整问题上,须在调整治理的价值取向的基础上,重新确定其目标和任务;四是在海洋边疆治理问题上,须依据国家治理和发展的大局来确定治理目标,促成中国由陆权国家向海陆复合型大国转变;五是要以理性的态度来看待新形态边疆,明确中国边疆的多样性和立体性;六是要看到边疆在国家发展中的意义比以往任何时候都更加突出,并促成了"边缘—核心"双向互动结构的形成。With the growing importance of the borderland to the development of our country,the study of China＇s borderland has become popular. However,some of its fundamental issues have not been focused on,and some conceptions have been outdated. For a healthy development of the study,it is necessary to clarify some issues in it. The first issue is on how to define China＇s borderland. The forming property and variability of the borderland should be confirmed on the basis of revealing its nature. The borderland can be defined as the border areas of the territory. The second one is the orientation of the borderland governance, which should be viewed from the perspective of national governance,so as to confirm its role in China＇s governance system. The third one is about the adjustment of the governance structure of the land frontiers. Its goal and tasks should be reset on the basis of adjusting the value orientation of the governance. The fourth one is about the governance of maritime frontiers. The governance goal should be determined according to the overall situation of national governance and development in order to facilitate China＇s transformation from a land power to a great and complex land and maritime one. The fifth one is about viewing the new-type borderland with a rational attitude and specifying the diversity and tridimensional characteristic of China＇s frontiers. The sixth is about the realization that the borderland has more significance than ever in national development and has led to a bilateral and interactive structure between the border and core areas.
