摘 要:本研究以"空间、空间的表征、权力符号、行动者"为分析背景,从"价值-利益-风险"角度阐释了政府、开发商、居民不同的空间定义,提出了空间挤压的分析思路,并以此为框架对10个典型邻避事件的发生机理进行案例实证分析。本研究认为:政府对公共生活的制度性安排面临着多主体价值导向、利益识别、风险分配等内在差异的结构性张力,应当从价值融和、利益补偿、风险化解三个维度建构政策共识,通过重塑居民的政策认同提升公共项目的合法性并化解邻避抗争的社会稳定风险。The theory 'Production of Space'raised by Lefebvre provides a new explaining perspective for the occurringlogic of NIMBY Pretests during the urbanization process. Based on the analytical background of 'space, representations of space, power symbol and actors', this study interpreted different spatial definitions including government, developers, residents,which perspective is'value- benefit-risk',then putting forward the spatial extrusion model of 'Value invasion- Interest deprivation- Risk transfer'.So that as an analytical framework to verify the occurring mechanism on 10 typical cases of NIMBY Pretests. Furthermore, based on the perspective of 'defining rights'contained'Production of Space'theory, the study shows that government faces internal complex structural dilemma when taking actions to governance the public life through institution. Above all, there should construct policy consensus from three dimensions of the value integration, benefit compensation and risk mitigation. In the meantime, by remodeling residents' policy identity to enhance the legitimacy of the public projects, it can resolve NIMBY Pretests with social stability risk.
