关于加强科技社团第三方评估工作的建议

摘　　要：作为具有学术性的重要社会组织力量,科技社团以第三方身份进行评估工作是完善社会组织综合服务体系的重要内容。为充分发挥科技社团在第三方评价评估中的作用,笔者在对当前国家对科技社团第三方评估的政策支持和科技社团工作进行分析的基础上,明确了"十三五"期间科技社团第三方评估工作的必要性和紧迫性。通过对科技社团第三方评估工作优势包括理论研究体系日益成熟、管理与监管机制趋于完备和公信力逐渐增强的分析,对"十三五"期间加强科技社团开展第三方评估工作提出了具体的建议。Science and technology associations with academic characteristics are an essential part of socialorganization. The third-party evaluation work organized by them is important to improving the comprehensiveservice system of social organizations. Based on analyzing the current state of policy and evaluation work, thenecessity and urgency of the evaluation work organized by science and technology associations in the 13thFive-Year Plan period were pointed out. Then the advantages of the third-party evaluation by science andtechnology associations were analyzed, including the increasingly mature theory system, the perfectingmanagement and supervision mechanism and the growing public trust. Finally, the authors put forward specificsuggestions on strengthening the role of science and technology associations in the third-party evaluation.
