摘　　要：城市群众文化培育应以传承和弘扬特色民俗文化为逻辑起点,深入挖掘城市民间特色民俗文化元素,增强城市市民群众参与文化建设的自觉性和创造性。从文化建设的规律考量,注重城市民间特色民俗文化的传承与创新是加强群众文化建设的有效路径,同时对于构建城市文化品牌,提升城市文化软实力具有重要推动作用。Urban people＇ s culture cultivation should begin with inheriting and carrying forward to the unique folk culture as the logical starting point, excavate unique folk culture elements deeply and fully cultivate urban people＇ s initiative and creativity of participating in cultural construction. Considering the rules of cultural construction, emphasizing unique folk culture ＇ s inheritance and innovation are the effective path of strengthening cultural construction, beneficial to construction of city culture brand, and important to enhance the city＇s cultural soft power.
