摘 要:群体性事件的多发或可演变为全局性的恶性危机,它将严重危害社会稳定,甚至危及国家安全。相比事件发生后的应急补救,对于群体初期言论与行为发展态势的动态监控和政策疏导,能积极有效地调节矛盾、化解冲突,防控危机于萌芽之中。以构建针对群体性事件涌现的大数据防控网络化平台为研究目标,本文提出:(1)通过大数据采集和防控等级设定,快速确定具有特定言论与行为的问题群体,设置防控个体并建立混合群体的初始网络化动态模型;(2)根据数据挖掘技术和自组织系统理论,模拟仿真防控个体在混合群体意识与行为自组织涌现重构过程中的防控作用,并优化网络化动态模型的防控结构;(3)将网络化动态模型纳入以互联网和物联网为基础的大数据防控网络化平台,解决群体性事件涌现的网络化平台整体协同防控的组织优化问题。研究结果对于利用大数据网络探索群体性事件涌现的机理,对于维护国家安全与社会稳定防控措施的评价,具有理论和实际意义。Repeating occurences of mass disturbances may evolve overall malignant crisis,which severely impair social stability and national security. Comparing with the emergent remedy after mass disturbances,the dynamic supervision and policy persuasion for the initial opinion and behavior situation of the groups,can actively and effectively regulate contradiction,defuse conflict,and prevent crisis in the bud. Therefore,this paper takes the big data prevention control networking platform construction for mass disturbances as a research object.(1)By big data acquisiton and grade setting for the prevention control,we can ascertain the suspected groups with special opinions and behaviors quickly. Setting up the defending individuals,we establish an initial networking dynamic model for the mixed groups.(2)Based on data mining technology and self-organizing system theory,we simulate the prevention control effects of the defending individuals in the self-organizing emergence reconstruction process for the mixed group consciousness and behaviour. Furthermore,we optimize the prevention control structure of the networking dynamic model.(3)Putting the networking dynamic model into a big data networking platform based on internet and internet of things,we discuss a coordinated prevention control organization optimization problem of the big data networking platform for mass disturbances. The result is significant not only for exploring the emergence mechanism of mass disturbances by big data networks,but also for evaluating the measures of maintaining national security and social stability.
