摘　　要：顶层设计的全局性、长效性、发展性和前瞻性对智慧档案馆的有效建设和持续发展具有重要的引导和保障作用,然目前尚缺乏统一认识和整体性智慧档案馆顶层设计指导框架。文章拟借鉴顶层设计理论和方法,以智慧档案馆的内涵分析为切入点,在智慧档案馆发展理念重塑和建设目标明确的基础上,设计以文化价值体系为核心,技术体系为主体,管理体系、制度体系、安全体系、资源体系为支撑的智慧档案馆总体架构,并建议从统筹规划、分步实施、政府主导、社会协同等实施路径落实顶层设计。The overall, long-term, developmental and prospective aspects of the top-level design serve to guide and guarantee the construction and sustained development of the smart archives. However, there is a lack of a unified understanding and comprehensive guidance framework of the top-level design of the smart archives. The research draws on the experience of the top design theory and method, takes the content analysis of the smart archives as the breakthrough point, and makes arguments that we need to work on the basis of the remodeling concept and building a clear goal of the smart archives, then design an overall framework of the smart archives with the core of culture value system, making technology system as the main body, with the support of management system, institution system, security system and resource system. Moreover, we suggest implementing the toplevel design from the ways of overall planning, step-by-step implementation, government-led and social coordination.
