农民利益表达的困境与出路:协商民主的分析视角

摘　　要：农民利益诉求和利益表达是观察农村社会矛盾及民主发展的一个重要窗口。当前农民利益表达渠道的不畅及利益表达参与机制的缺失等种种困境在很大程度上制约了农村经济社会及民主政治的良性发展。从协商民主的视角看,培育农民协商民主意识、构建农民利益表达的平等协商机制、提高农民利益表达的组织化程度等是解决农民利益表达困境的适宜选择。Farmers ’ demand for their due interests and the expression of interests provide us a special insight into the rural social contradictions and democratic development. The current poor channel for the expression of farmers ,interests and the lack of the mechanism of participation in the expression of their interests to a great degree restrict the sound development of the rural economy and society and democratic politics. From the perspective of deliberative democracy, to foster farmers, consciousness of deliberative democracy, to construct the equal mechanism of consultation for the expression of farmers, interests, and to improve the organization of the expression of farmers, interests are the right choice to solve farmers, plight in their expression of interests.
