摘 要:为了应对我国大城市快速发展带来的建设强度管控难题,部分城市在近十年来开展了建设强度分区规划实践,在取得了显著成效的同时也暴露了一定的问题。研究基于公共管理学的决策理论对强度分区问题进行了分析,发现其与常规的公共政策问题有所不同,其"价值"、"环境"、"目标"、"手段"、"结果"五个要素之间的关系更为复杂,需要借助决策支持工具来提升规划的效率与准确性:因此,研究提出了包含"明确问题、目标体系、方案设计、结果模拟、目标评估、综合评价、群体选择、实施反馈"八个阶段的强度分区决策支持框架,并在杭州市主城区建设强度分区规划中进行了实例验证。In order to deal with the problems with construction density control that are encountered in rapidly-developing big cities in China, some cities have launched density zoning during the last decades. Both achievements and problems can be identified. This study analyzes density zoning based on decision theory from the field of public administration It is found that density zoning is different from conventional public policy, because of the complex relationship among the five decision elements, namely "values", "environment", "objectives", "strategies" and "outcomes". As a result, density zoning needs to be supplemented by deci- sion support tools to improve efficiency and accuracy. In response, the study pro- poses a decision support framework that includes eight stages for density zoning. These stages include problem definition, establishing the target system, policy deign, outcome simulation, target assessment, comprehensive evaluation, group se- lection and implementation & feedback. The framework is applied to Hangzhou central city for verification.
