摘　　要：控规调整是城市规划实施过程中的一项重要管理事务,针对它的特殊性以及当前它在实践过程中所面临的突出问题,以调整结果和决策过程为评价对象,以建立控规调整这一制度的原旨为评价基准,有针对性地为其建立了一种评价方法。其中,建立了一种参与者权责与行为的分析框架,从而实现对决策过程的评价。同时,结合案例展开评价,通过对调整内容合法性与合理性的检验,以及对决策过程中各参与者的行为分析,从而检验控规调整的结果与决策过程是否与其原旨发生了偏离,并分析发生偏离的原因。最终,结合对决策过程的评价,引出对当前控规调整制度的思考。Adjustment of regulatory plan is an important management issue in plan implementation. In consideration of the particularity of regulatory plans and the existing problems in the implementation process, evaluation is done on both the decision process and planning outcomes. An evaluation system needs to be es- tablished to facilitate evaluation. In terms of the evaluation of the decision pro- cess, an innovative framework for analyzing participant behaviors is created. Mean- while, the framework is tested on specific cases by measuring the deviation of de- cision process and planning outcomes from the original purposes, This is done through examining the legality and rationality of adjusting results, and analyzing the participants＇ behavior in the decision process. Finally, insights into the present system of regulatory plan adjustment is gained through assessing the decision process.
