高校权力清单的学理及适用分析

摘　　要：用权力清单制度监督和约束高校权力的运行,推进高校治理现代化,是近年来高等教育领域行政管理方式的一种有益探索和重要举措。本文对包括学术权力和行政权力在内的高校权力结构核心进行了分析,认为高校权力存在现实边界模糊、呈集聚分布、权力间存在冲突等特征,而权力清单能够实现厘清、协调与监督高校权力的目标,有利于高校治理体系的构建和高校治理能力现代化的推进。Using the power list system to supervise and restrict the operation of the power of universities,and to promote the modernization of university governance is a useful exploration and important measure of the administrative management in higher education in recent years. This paper analyzes the core of the power structure in universities,including academic power and administrative power. It argues that the characteristics of the power of universities are fuzzy,in clumped distribution,conflicting,and so on. The power list system can help to realize the goal of clarifying,coordinating and supervising the power of universities,which is conducive to the construction of the university governance system and the promotion of the modernization of the governance capability of the university.
