摘 要:为了衡量皖江各市低碳发展水平,利用层次分析法从发展力、支撑力、驱动力和约束力四个维度构建低碳发展评价指标体系,在此基础上运用灰色关联法对皖江各市低碳发展能力进行综合评价。实证结果显示:皖江城市带各市低碳发展能力整体偏低且差异较大,各市的低碳发展综合能力从高到低依次为合肥、滁州、宣城、马鞍山、芜湖、池州、安庆和铜陵;进而提出加快产业结构转型升级、优化能源消费结构、加大低碳技术投资和转变政府职能的建议。In order to measure the low-carbon development level of Wanjiang area, the analytic hierarchy process (AHP) is used to build the evaluation index system of low-carbon development from four dimensions which are the forces of development, support, driving and binding. On this basis, the paper evaluated the low-carbon development level of Wanjiang area by the gray correlation degree. Ex- perimental results show that the overall level of low-carbon development in Wanjiang cities is low and the differences are greater,low carbon development level of cities from high to low are Hefei, Chuzhou, Xuancheng, Ma'anshan, Wuhu, Chizhou, Anqing and Tongling.Then, put forward the suggestions which are to speed up the transformation and upgrade industrial structure, optimize the energy consumption structure,increase low-carbon technology investment and transform government function .
