新时期台军政战转型的主要特点及思考

摘　　要：作为台军"军事事务革新"的重要组成部分,台军政战转型(又称"政治作战事务革新")是台军在世界新军事变革的大背景下结合岛内防务现状进行的新一轮调整与改革。战争形态的演变、岛内安全局势的变化以及政党轮替制度的确立,使得台军传统的政战工作面临新的境遇与挑战。综观近期台军在政战理论与实践方面的种种举措,台军政战转型具有以下特点:一是地位效能全面提升;二是专业化与制度化趋势明显;三是职能扩展重心未变;四是注重以理论革新牵引实践;五是更加注重"实战化"。对此,我军应保持高度关注,积极主动应对。As an important part of the Taiwan Military Affair Innovation, Taiwan armed forces＇ Political Warfare transformation （ also called ＂Political Warfare Affair Innovation＂ ） is considered a new round of adjustment and reform against the back- ground of the world＇s new military revolution and in combination with Taiwan＇s present defense situation. The evolution of the form of war, the changes of the security situation in Taiwan as well as the establishment of the system of the ＂ruling party alter- nation＂ make it possible for the traditional Taiwan armed forces＇ political warfare to face new situation and challenges. Looking at the recent initiatives taken by Taiwan armed forces in the theoretical and practical aspects, we believe that Taiwan armed forces＇ Political warfare transformation has demonstrated the following characteristics： its status and efficiency have been im- proved in an all-round way; its professionalization and systematization have been fully enhanced; its focus on functional expan- sion has not changed; it still places stress on theoretical innovation that guides practice and concentrates on ＂actual combat＂. Therefore, our army should keep full alert and get ready to take an active response.
