中国区域间生态福利与可持续发展的比较研究

摘　　要：生态福利测量方法是评估经济发展可持续性的重要方法。本文测算了2004—2013年我国东、中、西部人类发展指数和生态足迹,并以此为基础构建生态福利指数模型,对比分析了这三个地区将自然消耗转化为福利水平效率的差异。研究结果显示:2004—2013年,我国东部地区生态足迹随人类发展指数的上升而减少,生态福利水平提升了39.7%,经济发展总体上呈可持续性增强态势;中部地区生态足迹随人类发展水平的提升呈波动上升的状态,经济发展可持续性经历了增强、减弱、次增强三个阶段;而西部地区人类发展指数增加的同时生态足迹也在增加,与东、中部相比,西部地区生态福利水平最低且增速缓慢,经济发展可持续性减弱。基于我国区域间可持续发展差距逐渐扩大的现状,本文提出转变中西部经济发展方式、优化中西部地区的产业结构,增加科技投入,加大对高污染企业的管控力度以及提倡低碳生活等对策建议。The measurement of ecological wellbeing index is an important way to assess the sustainability of economic development. This paper measures the human development index and ecological footprint of western, middle and eastern of China, and builds the ecological wellbeing index model based on it to compare the different efficiency of the resources consumption turn into wellbeing of the three areas. Our result shows that the ecological footprint of eastern China decreases when the human development index goes up, and the level of ecological wellbeing rises about 39. 7%, the ecological development is sustainable during 2004 to 2013. And the ecological footprint of the middle of China increases when the human development level rises, the economic development process experiences the improvement, weakening and sub--improvement three stages. And the human development index of China increases when the ecological footprint adds. Comparing with the eastern and middle of China, the ecological wellbeing of western area is the lowest and the speed is also slow, the sustainment of economic development recedes. Upon the interregional disparity is enlarging, we proposed to transform the development mode of economy, optimize the industrial structure, increase the fiscal expenditure on science and technology, supervise the contaminative enterprises and advocate the low--carbon life style.
