省级政府责任清单的比较及对上海的启示

摘　　要：目前,上海市级政府部门的责任清单已基本形成,以行政过错责任和行政协同责任为依据梳理编制,取得了一定的成效。但上海责任清单编制在内容设计的统一性、衔接权力清单和权力流程再造等方面还有待深化。借鉴浙江和安徽的做法,上海深入推进责任清单制度应将责任追究和工作职责描述方式有机结合,保持责任清单的适度独立性,积极开发设计责任清单电子应用子平台。At present,the responsibility list of Shanghai municipal government departments has been basically formed,it is combed and established on administrative fault liability and administrative coordination responsibility, which has achieved some effects. But the Shanghai responsibility list should be deepened in unity of content design, docking power lists, power process reengineering and other aspects. Learning from Zhejiang and Anhui, Shanghai further promoting the responsibility list system should combine responsibility investigation with job description methods, keep moderate independence of responsibility list, and actively develop and design the electronic application platform of responsibility list.
