摘　　要：随着国家"创新驱动发展"战略的实施,医疗机构的科研经费来源已逐步形成了以中央财政资助、地方资助和企业资助等多层次、多渠道投入的模式。科技计划管理改革、科研项目资金管理政策变革以及药品审评审批制度的改革均给机构科研经费管理带来了机遇。笔者认为目前医疗机构经费管理无论从制度、模式或是理念上都无法满足科技创新对科研经费管理的要求。该文通过分析目前科研经费管理所面临的机遇和挑战,提出对策和建议。With the implementation of “innovation-driven development” strategy of our country, the source of scientific re-search funds of the medical institutions has gradually formed a model of multi-level and multi-channel investment financed by the central government, local and corporate finance, the reforms of technical plan management, scientific research project fund management policies and drug examination and approval system bring the opportunities to the scientific research fund management of the institutions. The paper analyzes that the fund management of medical institutions at present fails to satis-fy the requirement of technical innovation for scientific research fund management in the system, model and notion, and puts forwards strategies and suggestions by analyzing the opportunities and challenges faced by the scientific research fund management.
