广东产业新区体制与机制创新思路研究——以东莞银瓶创新合作区为例

摘　　要：从2013年年初至2014年,广东省已经密集批复了粤东西北地级市中的12个新城区发展规划,总面积达数千平方公里,随着新区建设的加速推进,产业新区的“体制机制创新”议题已势在必行。广东东莞银瓶创新合作区具有典型性。本文以此为例,通过对银瓶创新合作区目前的困境分析,延伸至对广东产业新区,借鉴国内几种主要产业园区管理合作模式、管理体制的基本类型与政策安排,对广东产业新区体制与机制进行基本构想,建立科学理念,明确“政企合作”模式,并对基本思路与策略进行分析,提出具体设想。From the beginning of the year 2013 to 2014, development plans have been approved about building 12 new urban districts in prefecture-level cities in eastern, western and northern part of Guangdong Province. The new districts, altogether covering an area of thousands of square kilometers, are being constructed in acceleration, making it imperative to discuss the innovation in system and mechanism of industrial new districts. Dongguan Yinping Innovation Cooperation District is a typical model. Taking it as an example, by analyzing the existing dilemmas Yinping Innovation Cooperation is in, this article talks about conditions in other industrial districts in Guangdong. Drawing lessons from the cooperation management patterns, basic types and policies of management system in several major industrial garden areas within the country, basic concepts have been formed about how to establish scientific ideas and clarify cooperation between government and enterprise. Besides, this article also analyzes the basic thoughts and strategies and puts forward some specific assumptions.
