生态脆弱区生态保护红线制度分析——基于生态文明建设视角

摘　　要：我国是世界上生态脆弱区分布面积最大国家之一,而生态脆弱区生态环境问题突出,环境管理复杂,需要设置生态红线以保护经济社会的可持续发展。文章阐述了生态保护红线理论渊源与内涵,厘清了生态保护红线与生态文明建设之间的关系,根据生态脆弱区生态环境管理的实际情况,认为实施生态保护红线是必须的。进而构建一个差异化管理与监督机制、越线责任追究机制、民众参与机制、生态绩效考核机制、部门利益协调机制、生态补偿机制六维的创新模式来保障生态脆弱区生态保护红线的顺利实施。China has the largest ecologically fragile area distribution in the world, while the e environment issues of these areas are quite outstanding and the environmental management conditions are complicated too. Therefore, it is necessary to set up an ecological protection red line to protect the sustainable social economic development. The article elaborated the origin and the connotation of the ecological protection red line theory, and clarified the relationship between ecological protection red line and ecological civilization construction. It argues that, according to the actual situations in ecologically fragile ecological environment management, the implementation of ecological protection red line is a must.Therefore, a creative mode, which covers differentiate supervision mechanism, trespassing responsibility investigation mechanism, public participation mechanisms, ecological performance examination mechanism, interdepartmental-interest coordination mechanism and ecological compensation mechanism, should be constructed to ensure the smooth implementation of the ecological protection red line system of ecologically fragile areas.
