摘 要:2014年以来,中国房地产由以往的供不应求、高速发展逐渐被供需均衡、平稳发展所取代,房地产投资由高速增长逐渐趋于平稳。文章基于住房消费的概念、历史特征、变化趋势,分别从宏观经济基本面、人口因素、城镇化进程、房价、区位、开发商、物业等需求方面和土地因素、信贷因素及其他供给方面分析影响住房消费的主要因素,进一步分析住房消费的潜力,最后提出稳定住房消费的五点对策建议:(1)完善住房供应体系的顶层设计,为稳定住房消费打下政策基石;(2)差别化的财税与金融手段支持刚性住房消费;(3)以户籍制度改革为突破口,推动城镇化建设,夯实住房消费基础;(4)通过立法,加强对住房消费的法律支持;(5)保障住房土地供应,稳定住宅土地供应。Since 2014, China's real estate market gradually developed to balance between demand and supply, changing the previous situation that supply cannot meet demand, and the high -speed investment growth gradually stabilizes. This article is based on the concept of housing consumption, historical features, and trends then analyzed the main factors affecting housing consumption from the demand and supply side and the potential of housing consumption. The demand side included macroeconomic fundamentals, population factors, urbanization process, prices, location, developers and property need; while supply side included Land factors, credit factors and other aspects. Finally give five suggestions to stabilize housing consumption. ( 1 ) Improve the top -level design of the housing supply system. (2) Differentiate fiscal and financial means to support the rigid housing consumption. (3) Take the reform of the household registration system as a break- through to promote the construction of urbanization. (4) Through legislation to strengthen the legal support for housing consumption. (5) Ensure the supply of land for housing, and stabilize the supply of residential land.
