湖北省绿色发展水平测度及其空间关系

摘　　要：发挥绿色发展测度指标体系的检测、评估和导向作用,从绿色美丽家园、绿色生产消费、绿色高端发展三个方面构建了湖北省绿色发展水平测度指标体系。运用多层次评价方法和熵权法,测度湖北省2004—2013年各地市州绿色发展水平,运用Moran’s I指数及其散点图分析湖北省绿色发展空间关系。主要结论与政策建议包括:1湖北省2004—2013年各地市州绿色发展水平排序为随州、十堰、武汉、襄阳、宜昌、咸宁、黄冈、荆门、恩施、荆州、鄂州、孝感、黄石,城市群绿色发展水平排序为襄十随城市群、荆荆宜城市群、武汉城市群。湖北省各地市州要有重点地改善绿色生态环境,推进绿色清洁生产,践行绿色消费,促进绿色高端发展。2湖北省绿色发展水平存在空间关联效应,但时空关联性趋于降低,存在离散现象。湖北省绿色发展需在武汉城市群、襄十随城市群和荆荆宜城市群的框架下,发挥随州、十堰、宜昌、武汉等城市在湖北省绿色发展过程中的引导和辐射带动作用,促进区域协作,推进协同发展,防止绿色发展的分化风险。Play a role of detection, evaluation and guidance, the evaluation indicators system of green development in Hubei Province was built, which is in accordance with three aspects-green beautiful home, green production and consumption, green high-end development on the basis of the main tasks of green developmem during the period of 13th Five-year Plan and the green transformation and development needs in Hubei Province. With the compounded application of the multi-hierarchy analysis method and entropy method, we measured the level of green development in prefecture- level cities of Hubei Province during the period 2004-2013, followed by the analysis of spatial relationship of green development in Hubei Province with the application of Moran＇ s I index and the corresponding scatter diagrams. The main conclusions and policy recommendations cover the following two aspects. 1） The sort order of average green development level in prefecture-level cities of Hubei Province during the period 2004-2013 is as follows： Suizhou, Shiyan, Wuhan, Xiangyang, Yichang, Xianning, Huanggang, Jingmen, Enshi, Jingzhou, Ezhou, Xiaogan City and Huangshi. In addition, the sort order of green development level of cities groups is as follows： ＂Xiang- Shi- Sui＂ Integration of City, ＂Jing-Jing-Yi＂ Integration of City and W^fiaan Urban Agglomeration, in the light of which we can note that every region/city/state in Hubei Province is supposed to focus on the improvement of green ecological environment, promotion of green clean production and the stimulation of green high-end development. 2） There is existing the spatial correlation effect of green development level in Hubei Province, yet the spatio-temporal association presents a decreasing trend with the presence of discrete phenomena.
