摘　　要：围绕经济社会和水利改革发展需求,深刻分析了水文工作面临的新形势以及存在问题,结合水文事业可持续发展需要,系统阐述了以改革创新精神大力推进水文队伍建设、实现三位一体的水文队伍发展新模式。In-depth analysis is made on current issues faced by hydrological development in order to meet demand of economic-social development and water resources development. A new model of capacity and team building has been developed under the concept of innovation, with consideration of sustainable development of hydrology.
