摘 要:分析了江西省实施河长制的必要性和现状,结合其他区域开展河长制工作情况,从完善政府法规、科学规划、完善河湖蓝线管理、构建河长制信息平台、完善生态补偿办法、加强制度建设和发布河长制实施效果评估报告等方面提出相关建议,为江西省推进水生态文明建设、生态文明先行示范区建设提供支撑。Implementation of leader responsible system is of great significance to water conservation and protection of eeo-environment as well as governance of river and lakes. Since Jiangxi owns a great number of rivers and lakes and plenty of water resources, it is necessary to take effective measures for water management with leaders shoulder theirs responsibilities. Taking the local conditions and practices into consideration, it is suggested to complete rules and regulations, make scientific planning, focus on "blue-line" management to rivers and lakes, set up information platform for decision makers, improve ecological compensation system, strengthen institutional system and introduce performance evaluation for leader responsible system.
