军队政工干部非权力性影响力培养探析

摘　　要：政工干部工作的有效开展不仅要依靠上级赋予的权力,其非权力性影响力同样也是不可忽视的重要因素。从分析军队政工干部非权力性影响力的内涵、主要来源和重要性入手,针对政工干部在新时期运用非权力性影响力过程中出现的问题,以中央军委习近平主席在全军政工会议、十二届人大四次会议解放军代表团全体会议上的讲话和部队实际情况为依据,从个人层面和制度层面提出了培养政工干部非权力性影响力的现实途径。The effective implementation of political cadres＇ work does not only rely on the power conferred by superior, but also on non-power influence, an important factor which should not be neglected. This paper begins with analyzing the connotation, the origins and the importance of the political work cadres non-power influence. According to the speeches of Chairman Xi Jinping at the meeting of PLA Political Work Conference and PLA Delegation meeting of 4th session of 12th NPC, and the actual situation of forces, the problems in the political cadres use of their non-power influence in the new era are analyzed and practical ways to develop political cadres non-power influence at the personal and system levels are proposed.
