摘　　要：针对长输管道工程项目中存在的各参建方HSE管理衔接不畅,执行力度不一等问题,从项目管理方角度出发,提出了长输管道工程项目HSE管理顶层设计理念。构建了以项目HSE管理体系要素建设为载体,HSE管理工具为落地保障,审核为持续改进方式的顶层设计模型。应用结果表明,HSE管理顶层设计能够有效增强管理方对项目建设中HSE风险的管控力度,为长输管道建设项目HSE管理提供了参考依据。For the broken HSE management process and poor enforcement exist in the cooperated -build- ing parties of long distance pipeline engineering pro- ject, from the perspective of project management, this paper proposes the long - distance pipeline pro- ject HSE management top - level design concept. According to the construction of project HSE manage- ment system elements as the carrier, HSE manage- ment tool for ground protection, review the top -level design model for continuous improvement mode. The results showed that the application and implementation, HSE management of top - level design can effectively enhance the management side of the project construction management and control efforts HSE risk and provide a HSE management reference for long - distance pipeline construction project.
