地方金融监管权的理性归位

摘　　要：由中央转至地方、从融资走向监管是地方金融监管权重返本位的两种呼唤,而其在归位路上又遭遇了"GDP中心主义"指引下地方政府财政功能金融替代和"央地"金融监管权责划分现行方案所致"恶性循环"的双重羁绊。重新调整"央地"在财税、金融等重要经济领域的权责配置实乃问题解决的根本之道。然而,"央地"经济权力结构在短期内无法获得协同推进的情形下,如欲单独实现地方金融监管部门"重融资、轻监管,重审批、轻监控"观念与行动方式的转变,须建立防止地方金融监管权被干预或滥用的程序控制机制,并确立中央督察式的省以下垂直监管体制,同时通过社会权力的引入来弥补中央政府与地方民主监督的缺失。Steering to local governments from the central government and to the regulatory function from the financing function is local financial regulatory powers going back its own department,but it has suffered from the replace of fiscal function under the guidance of＂GDP- centrism＂and Central and Local Financial Supervision division of responsibilities resulting ＂vicious circle＂. Readjusting the central and local government＇s responsibilities in taxation,finance and other important economic areas is the root of the problem- solving. In short term,the economic power of central and local governments are unable to coordinate advance,if we want to achieve a separate change the concept and modalities of action of＂more financing,less regulating,more approving,less monitoring＂,need to establish a program control mechanism to prevent local financial supervisory power from being intervened or abused,establish the regulatory regime of provincial vertical supervision under the supervision of the central government,introduce social power to compensate for the lack of between central government and local democratic supervision.
