摘　　要：通过对中西方学术期刊的深度研究,可发现西方学术期刊理论包括4个方面的主要内容:第一,学术期刊历史源流;第二,政府与学术期刊关系;第三,西方学术期刊普遍实行的"同行审稿"制度;第四,西方学术期刊评价理论的历史源远流长。西方学术期刊出版机制对中国的启示主要体现在11个方面:第一,牢固确立学术期刊非商品理念;第二,根本改变中国学术期刊评价参照系;第三,借鉴西方学术期刊出版基金资助制度;第四,位于高平台上的学术期刊应积极与西方同行开展合作并创办英文版;第五,政府及相关机构提供技术以支持和推动中国学术期刊在线协作系统开发;第六,开展开放存取运动,创新学术期刊出版模式;第七,强化行业协会与学会在学术期刊中的主导作用;第八,积极借鉴西方学术期刊同行审稿制度;第九,强化学术期刊规范,克服学术行为不端;第十,中国学术期刊应有条件自愿地实行集约化;第十一,审慎可控有序分步部分试行学术期刊"登记制"。There are four main parts of western academic journals study by the research of academic journals in western countries and China.l.The origin and the development of academic journals; 2.The relationship between western government and western academic journals; 3.The implementation of ＂Peer Review＂ in western academic journals; 4. The long history of western academic journals. The inspirations of the publishing mechanism of western academic journals are as follows： 1. Academic journals are not merchandise; 2. It is necessary to change the reference system of academic journals in China; 3. Learning the funding system from western academic journals; 4. Cooperating with western academic journal publishers and starting an English academic joumal; 5. Chinese government and the related institutions should provide technology support to promote the online collaboration system of academic journals; 6. Carrying out OA activities and innovating the academic journals pattern; 7. Strengthen a leading role of the industry association in the academic journal; 8. Be in line with the level of western peer review system; 9. Strengthening the academic norms to overcome academic misconduct; 10. The voluntary intensification of academic journals; 11. Promoting ＂registration system＂ orderly and carefully.
