摘　　要：产业结构升级可以分为产业结构合理化与产业结构高级化两个方面。本文首先在前人研究的基础上，将新地理经济学（NGE）的cP模型扩展成一个带有财政支出和转移支付的简单的双层效用模型，以讨论经济性财政支出和转移支付对产业结构合理化的理论关系，然后基于中国的经验事实描述了经济性财政支出和转移支付对产业结构高级化的影响，并通过1995～2012年中国省际面板数据以上两个方面进行了实证检验。研究表明，各地区经济性财政支出和净转移支付的增加提升了该地区产业结构合理化水平，但对产业结构高级化存在挤出效应。“粘蝇纸”效应和转移支付制度中不合理的因素不利于产业结构合理化的提高。各地区净转移支付中经济性支出的增加将有利于提升该地区产业结构高级化水平。因此，各地区不应过分注重GDP总量的提升，而应在产业结构升级过程中将产业结构合理化与高级化有机结合起来，充分发挥财政支出和转移支付的政策作用，以实现经济结构的战略转型。The optimized industrial structure is composed of the rationalization and advancement of structure. Based on previous research, this paper develops the CP model on NGE to a simple bi-level utility model containing fiscal expenditure and transfer payment to discuss the theoretical effect of productive fiscal expenditure and transfer payment on the rationalization of industrial structure, and describes the effect of productive fiscal expenditure and transfer payment on the advancement of industrial structure based on empirical facts in China, and makes the empirical test on these effects with provincial panel data during 1995-2012. The result shows that the productive spending and transfer payment promote the level of rationalization of industrial structure but produce the crowding-out effect for the advancement of industrial structure. The ＂flypaper＂ effect and irrational factors in transfer payment are not beneficial for rationalizing the industrial structure. The productive spending in net transfer payment promotes the level of advancement of industrial structure. Therefore, provinces shouldn＇t excessively focus on the growth of GDP, but pay more attention to the rationalization and advancement of industrial structure and play the role of fiscal expenditure and transfer payment to realize the strategic transformation of economic structure.
