摘　　要：目的:分析西藏县级疾控中心在"四位一体"管理模式下的运行状况,为进一步加强西藏疾控体系能力、提高公共卫生服务能力提供参考依据。方法:采用文献复习和现场关键知情者访谈收集资料,进行分析。结果:西藏县级疾控中心在"四位一体"管理模式下的运行存在诸多弊端,包括管理模糊、编制不清以及资源受限等。结论:应将县级疾控中心从"四位一体"管理模式下独立出来,成立独立运行机构。Objective To analyze the county CDCs operation status under the ＂four--in--one＂ management mode in Tibet so as to provide basis for further strengthening the Tibet CDC system capacity and improving the provision capacity of public health service. Methods Literature review and field interview with key informants were used for analysis. Results There are some problems with the county CDC＇s operation under the ＂four--in--one＇ management mode,including vague man- agement responsibilities, unclear staff establishment and constrained resources. Conclusions The county CDCs should be separated from the ＂four--in--one＂ management mode and independently operating institutions should be set up.
