丝路基金与＂一带一路＂协同创新路径分析

摘　　要：丝路基金协同创新模糊神经网络结构的构建和因素分析表明,输入层、隶属函数层、模糊推理层、归一化处理层和清晰化层共5层次的网络模型与实际效果有较高的关联度。研究结论认为:丝路基金应暂缓有一定价值但不具备鲜明时效性和巨大潜力的项目,而为拥有长远利益的项目投资;应加强各利益相关者的联系;应创新各国合作机制,增强互信;应处理好协同创新和各国间的竞争压力。Research on Silk Road collaborative innovation fund based on fuzzy neutral network proves that, the 5-layer network model which includes input layer, membership function layer, fuzzy induction layer and normalization layer has high relationship with the real effect. Thus, it concluded that Silk Road fund should slow down investment to those items which have a certain value but less potential, but focus on those which have long term profit. Besides encouraging cooperation of stakeholders, innovating cooperation mechanism and prompting mutual-confident, it also proposed to better improve collaborative innovation and cope with competition pressure between different countries.
