规范化视角下民办养老机构发展研究——基于江苏省南通市100家民办养老机构的实证分析

摘　　要：规范化发展是对处于初期阶段的民办养老机构最基础同时又至为关键的要求。基于江苏省南通市100家民办养老机构的实证分析,发现民办养老机构在硬件设施、人员配备、服务供给与费用、机构管理等四方面都存在不规范之处,面临机构经营运转难、资源获取困难、招录员工困难与许可证办理难等四大难题,认为政府、社会与民办养老机构自身三个层面应分别采取相应对策,以促进民办养老机构的规范化发展。Standardized development is a basic yet the most critical requirement for the private pension institu-tions at their initial stage. An empirical analysis of 100 private pension institutions in Nantong City,Jiangsu Prov？ince finds that the private pension institutions are not standardized in the aspects of hardware facilities, staffing,service supply and expenses,and organization management. In view of the difficulties in operation,resource ac-quisition, staff recruiting and permits application,the government, society and private pension agencies involvedshould assume their respective responsibilities to take corresponding countermeasures so as to promote the stan？dardized development of private pension institutions.
