摘　　要：连片特困地区基本都处于生态脆弱地区,然而传统扶贫开发只顾眼前利益,专注于经济发展和输血式扶贫,忽视贫困地区生态保护和人力资源的发展。要解决这些矛盾,必须积极探索开发式扶贫创新模式。从金融支持角度出发,提出连片特困地区开发式扶贫必须基于"绿色扶贫"、"产业化扶贫"、"提升式扶贫"三大战略选择,并进一步探索建立政府引导、农村金融体系为主体、国有商业银行为支撑、民间金融为补充的开发式分阶段分层金融支持模式。Contiguous poor areas are basically in ecologically fragile areas, but the traditional poverty alleviation development always fight poverty by focusing on economic development and blood transfusion, ignore the ecological protection and human resources development. To resolve these contradictions, we must explore the innovation model of development-oriented poverty reduction actively. From the perspective of financial support, this paper put forward that development-oriented poverty reduction must be based on three strategic options：＂ Green Poverty Alleviation＂, ＂ Industrialization Poverty Alleviation ＂ and ＂elevating Poverty Alleviation＂ .To further explore, this ＇article proposes that to establish a layered phases financial support mode in the development-oriented poverty alleviation, which include government guidance, the rural financial system as the main, state-owned commercial banks as the support, private finance as the supplement.
