摘　　要：青少年犯罪是整个社会持续关注的重点问题,我们应科学把脉青少年犯罪的趋势,深入研究青少年犯罪的原因,从而提出切实可行的预防青少年犯罪的措施。探究青少年犯罪的原因,主观方面主要由于青少年所特有的身心因素、部分青少年过分追求物质享受以致精神空虚,客观方面主要包括政府管控缺位、社会诱惑增多、家校教育乏力等因素。基于主客观原因,在青少年犯罪的预防上,应借鉴域外经验,积极转变预防观念,适当转变方式,从主要依靠刑事司法力量的方式,逐步地转向利用社会资源、社会力量和公民积极参与的超前性预防方式,从而形成预防青少年犯罪的双重预防体系,具体的举措包括政府设立专门机构加强政策干预、社区、学校和家庭形成合力强化对青少年的教育和保护、坚守正当程序确保精准司法、多措并举帮助犯罪青少年回归社会。The Crime is a social phenome on which is closely hnked to human society, and it has great harm to our society. We should scientifically grasp the trend of juvenile delinquency and carefully study the characteristics of juvenile delinquency, so as to put forward practical measures to prevent juvenile delinquency.Forming many of social criminal patterns, the problem of juvenile delinquency has become one of the key issues of our society as a whole continued attention. Exploring the reasons for juvenile delinquency, the subjective aspects are mainly due to adolescent age specific physical and psychological factors, or some young people have excessive pursuit of material and spiritual emptiness. The major objective aspects are that the absence of government control, the increased social temptations, and the fatigue of the home-school education. Based on this, for the prevention of juvenile delinquency, we should learn from foreign experience, make positive changes in the concept of prevention and the appropriate changes in the way. We should change our strategy from mainly relying on criminal judicial power gradually turn to the use of social resources and social forces and active participation of citizens in advance prevention, thus forming the prevention of juvenile delinquency prevention dual system.The specific measures are as follows： Government should set up special institutions to strengthen policy intervention; Our community, schools and families need to carry out a variety of publicity and education; Carrying out accurate justice to a teenager who has violated the criminal law; Taking protective measures to help them to return to society.
