社会治理视角下涉警网络舆情的治理研究

摘　　要：网络虚拟空间的治理是社会治理的重要环节,当前涉警网络舆情分布空间广泛,舆情传播偏态化增强,舆情的内蕴风险性因素复杂。涉警网络舆情的治理面临多重困境,网络话语环境进入了浮躁、失序的新状态,警察队伍执法规范化问题继续存在,现有治理机制发挥作用有限。为促进有效治理,警方需要转变观念,提高网络治理意识和网络风险意识;需要注重发挥法治功能,构建动态化的涉警网络舆情治理机制;需要积极主动,合作协商,努力形成涉警舆情治理的多重合力。Virtual Network space is an important part of social governance. Network public opinion involving police is widely distributed on all medias. Dissemination of public opinion is skewed much. More and more risk factors are produced. Network public opinion involving police now faces multiple difficulties, such as, the impetuous and disordered network discourse environment, the police force law enforcement standardization issues continue to exist, the existing governance mechanisms played a limited role. To promote effective governance, the police need to change their ideas and improve net- work management awareness and network risk awareness; And they need to pay attention to the rule of law function, and build dynamic governance mechanisms; They also need to be proactive cooperation and consultation, and to strive to create a multiple force.
