摘　　要：介绍了我国基层环境环境监测事业发展面临的问题,认为推进基层环境监测管理的深化改革非常必要,应及时修订管理法规和标准,理顺管理体制机制、科学设置管理结构、建立灵活的用人机制、科学定位基层环境监测机构。The problems of environmental monitoring development at local level in China were introduced. It was necessary to deepen the reform of the local monitoring management. The reform should start with the revision of rules and regulation, scientifically reframing management structure, building up reliable human resource system, and appropriately setting up the function of local environmental monitoring organizations.
