摘　　要："全面二孩"政策的出台,需要实践层面的具体落实。"全面二孩"政策的实施,有利于促进人口均衡发展、体现政府信用、推动未来经济发展、促进家庭幸福等。"全面二孩"政策实施的现实阻碍主要有家庭经济的压力、女性就业的歧视、高龄产妇生二胎风险大、对中国社会的发展造成一定的压力等。可以考虑从制定保障女性就业权益的政策、扫清体制障碍、调整教育结构、关照高龄育龄妇女、增加相关的公共服务等方面来积极应对。＂The universal two-child＂ policy introduced, the need for specific implementation of the practical level.The implementation of ＂ The universal two -child＂ policy, and promoting balanced development of population, reflecting the government credit, and promote future economic development, promote family happiness and the like.Realistic Dilemma ＂ The universal two -child＂ policy implemented by the main family economic pressure on employment discrimination against women, older mothers have a second child big risk for the development of Chinese society cause some pressure.Can be considered from the development of policies to protect women ＇ s employment rights, clearing the institutional barriers, adjust the structure of education, care of the elderly women of childbearing age, increase public services and other related aspects to deal with them.
