政策视角下的我国科技成果转化效率研究

摘　　要：[目的/意义]科技成果转化效率一直是业界普遍关注的问题,通过对其研究可以了解我国科技成果转化效率以及政策对成果转化效率的影响。[方法/过程]利用数据包络分析法(DEA),选取新产品项目数、开发新产品经费、研究与试验人员全当时量、专利申请件数、科技成果转化当年政策总数作为投入指标,选取技术市场成交额、新产品销售收入、新产品产值作为产出指标。对我国2004-2013年的科技成果转化效率进行测算。[结果/结论]通过数据包络法的分析,得出相关重大政策或政策数影响当年或次年的科技成果转化效率,且当地政府对于政策落实迅速到位,但该政策多为短期激励政策,缺乏长期激励政策的结论。[ Purpose/Significance ] The efficiency of transformation of scientific and technological achievements has been a common con- cern. Through the research, we can understand the efficiency of the transformation of scientific and technological achievements in our country and the effect of the policy on the efficiency of the transformation of achievements. [ Method/Process] Using data envelopment a- nalysis （ DEA）, the paper selected the number of new product projects, the funding of new products development, the amount of research and test personnel, the number of patent applications, and the total number of scientific and technological achievements policies as input in- dicators, and selected technology market turnover volume, sales revenue of new products, and new product output value as output indica- tors, and calculated the transformation efficiency of scientific and technological achievements in our country during the ten years of 2004- 2013. [ Result/Conclusion ] Through the method of data envelopment analysis, we can draw the conclusion that the major policy or the number of policy can effect this year or next year＇s scientific and technological achievements, and the local government for the implementa- tion of the policy is quick, but the policy belongs to short-term incentive policies, lacks of long-term incentive policy.
