摘　　要：新疆区域经济发展差异的新特征呈现出南北疆经济地位"固化"特征较明显。南疆是新疆一盘棋的"棋眼",采取特殊措施补"短板"、激活"棋眼",应加快丝绸之路经济带核心区和重点开发区建设,积极构建南北疆全方位对外开放新格局;积极适应新常态,把握主动权,深化国际经贸合作,打造南北疆外向型经济;科学构建PPP与丝绸之路经济带核心区建设高度契合的发展模式,创新南疆加快发展的新机制,助力企业"走出去";完善产业政策,大力延伸产业链,促进南北疆产业结构均衡协调共享发展;加速推进新型工业化、产城融合发展,全面加快推进南北疆城镇化现代化建设进程;重视充分发挥教育和文化的积极作用促进南疆发展,着力提高全疆特别是南疆各级党委领导经济社会发展的能力,全面优化南疆又好又快发展的大环境。The disparity in Xinjiang＇s regional economic development is newly featured by more obvious solidification in economic status between south and north Xinjiang. South Xinjiang is the heart of chess in Xinjiang. To adopt special measures to compensate ＂shortcoming＂and ＂activate heart of chess＂,we should accelerate construction on Silk-Road economic belt in core area and key development zone and construct a new pattern with full opening in south and north Xinjiang;adapt to a new normalcy, seize initiative, deepen international trade and economic cooperation and create export-oriented economy in south and north Xinjiang; construct scientifically a development pattern of ppp in full agreement with construction on Silk-Road economic belt in core area,create a new mechanism of quicker development in south Xinjiang and boost enterprises to＂go global＂;improve industrial policy,extend industrial chain a great deal and promote balanced and coordinated development shared by all in industrial structure in both south and north Xinjiang;promote rapidly a new-type industrialization,industrial integrated development,accelerate in full urbanization and modernization;make a full use of active roles played by education and culture in promoting south-Xinjiang development in an endeavor to raise the ability for economic and social development led by leaders of C.P.C committee at all levels in Xinjiang, especially south Xinjiang and optimize fully the big setting of striding progress in south Xinjiang.
