摘　　要：信息和通信技术(ICTs)不仅深刻改变了人类现代生活中的诸多方面,其所引发的众多新的伦理问题也令人深思、亟待解决。然而,这仅仅是第一代信息伦理学的任务。弗洛里迪试图构建第二代信息伦理学,对ICTs引发的伦理学难题背后的哲学框架和概念基础进行深入思考,并从信息哲学的研究视角构建一种原创性的信息伦理学框架,以填补概念上的"真空"和澄清一些概念上的困惑。我们尝试厘清弗洛里迪信息伦理学基本概念上的疑惑,并讨论该伦理学与当代机器道德实践研究的关系,最后与中国传统哲学中相关伦理思想进行了比较。Information and communication technologies （ICTs） have profoundly changed many aspects of modern life, which sparked questions that have to be settled urgently. However, they are only the missions of the first -generation of Information Ethics. Floridi tries to develop a second -generation of Information Ethics and rethink philosophical framework and fundamental concepts behind ethics problems brought about by ICTs. He attempts to build an original framework for information ethics from the view of Philosophy of Information to fill the vacuum of conceptions and clarify misconceptions. This paper tries to clear the confusion in the fundamental concepts of Floridi＇ s Information Ethics （ IE）, discusses the relation between this IE and machine morality research, furthermore, makes a comparison research between Floridi＇ s IE and relating ethical ideas in Chinese philosophy.
