摘 要:十八大以来,大部制改革从外延式改革进入到了內涵式改革攻坚区。在改革实践中出现了改革理念和实践认识误区、政府职能转变不到位、部际部内协调机制不健全等深层次问题。需要加强改革顶层设计,以实现国家治理体系和治理能力现代化为目标,革新治理理念、重塑行政价值;以深入转变政府职能为核心,完善权力清单制度,提升政府执行力;以整体性政府建设为目标,加强部际和部内协调机制建设。Since the Eighteenth National Party Congress, the super- ministry reform has become the connotative crucial area from the denotative reforms. There are some deeper problems such as misunderstanding on reform ideas and practices, the functions of government have not been completely transformed, coordination mechanisms in the super- ministry and among the various government departments are not well developed. There needs to rein- force top -level design in the super- ministry reform, to innovate governance idea and reshape the administra- tive value for advancing modernization in the national governance system and governance capability, to perfect mechanism of disclosing power lists and enhance the execution of the government for furthering transform the government functions, and to perfect coordination mechanisms in the super - ministry and among the various government departments and realize the whole effect of government for building the holistic govemment.
