摘 要:我国大陆地区社区建设现状和台湾地区社区营造成效之间的差距在既往研究中被夸大,这加剧了大陆理论研究者和实践工作者对社区建设目标的分歧,导致目前过于强调社区建设的理念规范特征,忽视了社区建设的实践经验特征。从发展路径重新检视台湾地区的社区营造,它在发展历程、变迁方式和参与主体等方面分别呈现出渐进性、诱致性和多元化的特点,目前仍存在社区参与水平不高、主题重叠但分化明显、社区自主性不强等未竟问题。借鉴社区营造的历史经验,我国的城市社区建设应围绕实现目标重新凝聚共识;重点通过政府诱导,动员社区积极分子和维权积极分子两类群体实质性推动社区参与;选取关乎社区居民切身利益但矛盾不太集中的社区焦点事务进行试点突破,再逐步扩展。The gap between effectiveness of community revitalization in Taiwan and current situation of community con- struction in China's Mainland has been exaggerated in previous studies. It aggravates the divergence between the- orists and practical workers on the goals of community construction, which focuses on the ideal norms but igno- ring the practical experience. Reviewing the development path of community revitalization in Taiwan, it subse- quently shows characteristic of progressiveness, passivity and diversity in development course, change mode and participants. Nowadays, there are still outstanding problems, such as community participation level is low, the themes overlap but differentiation is obvious, and community autonomy is not strong. Considering the experi- ence of Taiwan, community construction in Urban China should reach consensus on the target. Now it should improve community participation by mobilizing different activists under the guidance of government, and it can pilot in some vital community problems regarding interests of residents.
