摘　　要：公民政策参与的有序性直接影响着公民政策参与行为的持续性和有效性。为了提升公民政策参与的有序性,可以从行为引导和控制的双重视角进行观察。一方面,可以通过促成政策认同、提升责任意识、培育利他精神、增强社会信任等方面来改变公民政策参与理念,将有序的参与作为一种信念內化于公民之心,从而外显于公民之行。另一方面,可以通过完善政策参与的过程性制度、渠道性制度和惩戒性制度对公民政策参与行为进行外部控制,从而实现公民政策参与的有序性。The ordering of citizens＇ policy participation directly leads to the continuity and effectiveness of citizens＇ policy participation behavior. In order to enhance the ordering of citizens＇ policy participation, observation and study can be made from the double perspectives of behavior leading and controlling. On the one hand, citizens＇ policy participation concept can be changed via facilitating policy identifying, promoting responsibility conscious- ness, cultivating altruism, and reinforcing social trust. As a result, orderly participation can be internalized as a belief into citizens＇ heart and will be displayed on citizens＇ actions. On the other hand, citizens＇ policy par- ticipation controlling can be managed externally in the sign and punishment institution design so as to realize way of process institution design, channel institution de- the ordering of citizens＇ policy participation.
